With some leaders included in Civilization 6’s DLC packages being returning faces from previous Civilization titles, it could be possible for more returning faces to appear as additional leaders with pre-existing civilizations.

Of course, new faces to the franchise would also make for interesting additions to the roster. After all, world history has had many leaders throughout the years with different ruling policies. Here’s a few good choices if the game ever pursued adding more alternatives.
Catherine the Great - Russia
While Peter the Great is the current Russian leader in Civilization 6, Catherine the Great was the leader in Civilization 5. Her skills allowed her to gain more production and strategic resources for her civilization with relative ease compared to other leaders.
With Dido returning from Civilization 5 in Civilization 6’s Gathering Storm DLC, Catherine the Great could make a great return as well to the roster. Russia has been in Sid Meier’s Civilization since the first game with Catherine the Great first appearing as a possible Russian leader in Civilization 2. Considering her history with the series and common reappearances, Catherine the Great seems like the most likely leader from previous games to return once more to reclaim their glory.
Abraham Lincoln - The United States of America
Appearing in seven different Civilization games as the representative leader of America is American president Abraham Lincoln. First appearing in the original Civilization, Abraham Lincoln, like Catherine the Great, has a lot of real history accomplishments and history within the Civilization games. Currently in Civilization 6, Theodore Roosevelt is the only leader available for the American people. His skills focus on strengthening combat units on American soil, but Abraham Lincoln could offer an interesting alternative strategy.
Isabella I of Castile - Spain
Another veteran of Sid Meier’s Civilization series with leader roles in six different games is Isabella I of Castile, the queen of Spain from 1474 to 1504. She first appeared as the female leader option in Civilization 2 for Spain with the male option being Philip II. Philip II is currently the representative leader for Spain in Civilization 6, making it a perfect opportunity for Isabella to return as a playable leader once more as an option for Spain. Philip’s personal abilities benefit from religion and the usage of inquisitors. If Isabella becomes playable, she could give options for Spain to have strategies outside of religious victories.
In history, Isabella was a patron of Christopher Columbus’s exploratory voyages throughout the world. While the real-world results cause catastrophe across the Atlantic, Isabella could have a play style that benefits from exploration to mirror these real world events.
Gaius Julius Caesar - Rome
Julius Caesar appeared alongside Abraham Lincoln as one of the original leaders that first appeared in the first Civilization game. Caesar was the ruler of Rome for seven different Civilization games, but didn’t make an appearance in either Civilization 5 or Civilization 6. In the latter, the current standalone leader of the Romans is Trajan. His ability causes all founded cities to get a free building in the city center upon its founding. Julius Caesar has followed similar benefits in the past with skills that increase overall production. While it’s very likely that a new person from Rome’s expansive history could be a secondary leader for the Roman Civilization, Julius Caesar could be a good returning leader to be brought to Civilization 6 via DLC.
Wu Zetian - China
Originally the female leader option for China in Civilization 2, Wu Zetian was the leader of China in Civilization 5. In Chinese history, Empress Wu Zetian was greatly influential on China’s agricultural development with her judging officials based on how well their land was cultivated. Players who choose to play as China in Civilization 6 only have the option to play as Qin Shi Huang, China’s first emperor. Production is greatly benefited from having Qin Shi Huang as a leader, but Wu Zetian could be a good leader involving population growth considering her history with improving China’s agriculture.
Pacal - Maya
Pacal has only appeared in two Civilization titles, being Civilization 5 in its Gods & Kings DLC and in Civilization 4’s Beyond the Sword expansion. Maya has appeared once more as a civilization in Civilization 6 with Lady Six Sky as its leader.

Lady Six Sky has the special ability of Ix Mutal Ajaw which benefits from keeping cities close to Maya’s capital city. If Pacal were to return to Civilization 6 via a new expansion, his ability may help towards getting a science victory using different methods from Lady Six Sky.
Scheherezade - Persia
While her existence may be a work of fiction created for the famous story, One Thousand and One Nights, Scheherezade was the female leader option for Persia in Civilization 2. While she hasn’t made any kind of appearance in Civilization since then, being an option for Persia’s leader could completely change how Persia is played.
Scheherezade is known as the story teller in One Thousand and One Nights, who kept telling a murderous monarch stories for one thousand and one nights in order for the cliff hangers to keep him from killing her or any other women so he could hear the rest of her stories. Considering the stories around her, Scheherezade could have benefits that could help Persia gain cultural victories.
Ramesses II - Egypt
Ramesses II has been in Civilization since first first game and has made later appearances as the leader of Egypt in Civilization 2, Civilization 4, and Civilization 5. Like with other leaders that have appeared in the first title, Ramesses II would be great to return as an alternative leader for his civilization. Both him and Cleopatra benefit from pursuing culture and are capable of obtaining cultural victories. His return could provide an interesting alternative strategy for using the civilization of Egypt.
Lester B. Pearson - Canada
Canada was brought into the mainline Civilization games officially with Civilization 6’s Gathering Storm DLC. While the Canadian leader in this DLC is Wilfrid Laurier, fans have previously created a mod for Civilization 5 beforehand that introduces Canada as a playable civilization with Lester B. Pearson as its leader.
Adding Pearson to Civilization 6 would be a nice shout out to this mod and serve as a nice reference to the community created content for the Civilization series. The mod for Civilization 5 can be found here.
William of Orange - Netherlands
Finally, Willem van Oranje, or William of Orange was the leader of the Dutch in Civilization 5. His strategies involve around getting Diplomatic Victories and considering the additions to diplomatic victories in Civilization 6, his return could be a game changer. The Netherlands currently only have Queen Wilhelmina as a leader, who greatly benefits from trade routes. William of Orange’s difference in playstyle could open up all sorts of new strategies for Dutch players in Civilization 6.
